Hackett masterminded Builth Wells’ march to promotion last season in the pinnacle of a superb 18 month spell at the Lant.
“It was a really hard decision to leave Builth Wells,” said Hackett. “It is a fantastic club and I met many brilliant people.
“I wish Builth Wells all the best for the future, but at the end of the day I have lived in Hay-on-Wye for 20 years so I rightly regard them as my hometown club.”
Hay endured a transitional season in 2010 having parted company with manager Chris Baynton midway through the campaign to leave Fil Wisniewski to take the reigns.
Hackett added: “Fil is a key member of the club and I look forward to working with him and the rest of the committee.”
